Under the [Air-Launched Cruise Missile] flyoff rules devised by DoD [Department of Defense], each missile was to make ten free flights and an equal number of "captive-carry" flights. Preceding the free flights, the "captive-carry" flights involved cruise missiles attached to B-52s.

Le programme d'essais comparatifs en vol était fixé par le Pentagone. Il comportait pour chaque concurrent dix vols portés sur B-52, suivis de dix vols libres après lancement. Les B-52 opéraient à partir de la base de l'US Air Force d'Edwards, en Californie. Dans les vols portés, le système de navigation du missile dirigeait l'avion-porteur sur un parcours prédéterminé aboutissant au polygone d'entraînement et d'essais d'Utah.
